The Retrofit Reckoning: Britain's Home Decarbonisation Mission Has Run Out of Road.


The money is committed. The legislation is passed. The targets are set. And the homes are still cold, the bills are still unaffordable, and the delivery is still broken.


HLUK2026 is where Britain stops announcing the mission — and starts answering for it.


Executive Summary:

 Housing Landscape UK 2026 (HLUK2026) is Britain's dedicated national summit for accelerating the decarbonisation of homes, buildings, and communities — and holding the mission accountable for the first time.


Held 4 November 2026 at The Kia Oval, London, and co-located with Energy Landscape UK 2026, HLUK2026 unites housing association chiefs, local authority leaders, retrofit delivery bodies, volume developers, institutional investors, green financiers, clean technology innovators, and government decision-makers at the precise moment when the distance between ambition and delivery can no longer be managed with announcements and revised timelines.


The Warm Homes Plan commits £15 billion to upgrade 5 million homes by 2030. The Future Homes Standard mandates solar and clean heating on every new build from March 2027. The government has moved to break the link between gas prices and household electricity bills. Heat pump grants of up to £7,500 are live. Plug-in solar is coming to supermarket shelves. And parliamentary committees are already warning that retrofit failures are pushing the UK's clean energy targets further off track.


➡️  The question is no longer how we fund housing decarbonisation. It is why — with the funding committed, the legislation passed, and the technology proven — the delivery is still broken. 


The UK Housing Sector Is at Its Moment of Truth 


The policy framework has never been stronger:


  • £15 billion Warm Homes Plan — the largest public investment in home upgrades in British history
  • Future Homes Standard in force from March 2027 — solar and clean heating on every new build

But policy only matters when homes are actually fixed — street by street, neighbourhood by neighbourhood, household by household. And right now, they are not being fixed fast enough, at the scale required, or reaching the families who need it most.


HLUK2026 shifts the national conversation from how do we design the mission to why aren't we winning it — and demands answers from the people responsible for delivery.
